The Gemeente would need to give a short hour long training to a person in each group pre the event. In addition to providing cleaning solvents, brushes and gloves.
At the end of the hour there needs to be complimentary coffee and cakes for the volunteers. Plus a letter should be sent afterwards to every participant thanking them.
